The strategy includes the deployment of shark nets at key beaches, SMART drumlines with real-time monitoring, drone surveillance programs, and personal shark deterrent rebate schemes for surfers. The approach aims to balance public safety with marine conservation.

The Northern Rivers region, particularly the stretch of coast around Ballina, had experienced a number of shark encounters that prompted calls for government action. The strategy represents one of the most comprehensive shark management programs in Australian history.

The measures complement existing safety programs including helicopter patrols, SharkSmart app alerts, and the work of local surf lifesaving clubs at patrolled beaches.
